(1) The government of Nepal may provide a one-time loan to the free earners of "A" and "B" categories who have not received land in accordance with this regulation to purchase up to two katthas of land for the purpose of residence.

(2) The Government of Nepal may recommend to the concerned agency to provide loans to free earners of "C" and "D" categories to operate any business. (4) The Government of Nepal may provide loans to free-lancers who want to go to foreign employment to purchase air tickets.

(5) ) according to sub-rules (4) and (5) will be provided from the amount accumulated in the loan fund.

(6) The annual interest rate of the loan provided according to this rule will not exceed three percent.
